Article 38
Extracurricular activities and athletics are a valuable part of the Districts educational program, and will be supported and encouraged within the financial means of the District.
It is the Districts objective that there be parity in the number and kind of sports activities for female and male students.
Section 38.2 Student Clubs, Activities and Organizations
(A) Student clubs, activities and organizations having educational, cultural, or social purposes shall be established only upon approval of the Board of Education based upon written application clearly stating:
(1) the purposes, goals and objectives of the proposed entity;
(2) whether dues are involved and if so a suggested dues structure and/or cost to the District; and
(3) a list of proposed or potential projects that may incur an expense to the District, such as travel or the employment of substitutes in place of regular staff members.
(B) The clubs, activities and organizations listed on Schedule A to this Article are hereby approved.
Section 38.3 Student Activities Funds
(A) A student activity fund is established to account for funds of student clubs, activities and organizations approved by the Board.
(B) All monies deposited in said fund shall be
(1) spent for purposes which directly benefit those students who raised the funds, and be consistent with regulations of the Commissioner; and
(2) used for covering operating costs of each organization.
(C) A Student Activities Treasurer will be appointed to handle these funds and it will be his/her responsibility to
(1) provide for their safekeeping consistent with the provisions of State Law and the Districts policies and accounting practices, and
(2) report to the Board on the status of student activity funds every two months.
(D) A Student Activities Fund Auditor shall be appointed to audit the expenditures of student activity funds.
(E) Each student club or organization shall:
(1) submit a budget of anticipated income and expenditures for the school year to the Building Principal by November 1st of each year;
(2) elect a treasurer, or designate the activity advisor, who shall be responsible for the handling of all money along with the central treasurer in the District Office; and
(3) prepare and maintain necessary records of the receipt and expenditure of all monies, which records shall be available for periodic inspection by the District and/or annual audit by outside auditors.
(F) Any unencumbered class or activity funds will automatically revert to the general activity fund of the school when a class graduates or an activity is discontinued.
Section 38.4 Student Involvement in Fund Raising Activities
No fund raising at the classroom, club or organizational level shall occur unless approved by the Superintendent based upon it being demonstrated that student involvement in these activities is intended to develop civic responsibility and that the activities will not result in competition or comparison between grades, classes and/or clubs.
Section 38.5 Intramural Athletics
Intramural athletic activities, as an outgrowth of class instruction in physical education and commensurate with the grade level of the students involved, shall be furnished within the limits of budgeted funds.
Section 38.6 Interscholastic Athletics
(A) The District shall provide interscholastic athletic opportunities to students, as well as qualified personnel for coaching and supervision.
(B) The interscholastic athletic program is an integral part of the school curriculum and comes under the authority of the principal to the same degree as do all other phases of the curriculum. Expenditures for the interscholastic athletic program are incorporated as part of the general budget of the Board. Coaches of each sport shall submit their budgetary needs to the athletic director for the next school year and the latter shall present the total athletic budget request to the principal for approval and inclusion in the general budget. No expenditures for athletic purposes shall be made in excess of those listed in the budget without approval of the Board upon recommendation of the Superintendent.
(C) Participation in interscholastic athletics is open to students in grades 7-12
(1) provided that the student obtains
(a) authorization by the school physician, and
(b) written parent or guardian consent; and
(2) subject to the selection and classification requirements of the
(a) Commissioner of Education for students in grades 9 - 12; and
(b) Superintendent for students in grades 7 - 8.
(D) District participation in interscholastic athletics, including but not limited to membership in any leagues/associations/conferences, rules for student participation and/or sports schedules, shall be subject to approval by the Board. The District is a member of the Champlain Valley Athletic Conference (CVAC) and in all athletic matters shall adhere firmly to the rules and regulations of that body and to the philosophy of sports which CVAC encourages.
(E) No student may start practice for any athletic team until he/she has been examined and approved by a medical doctor and until written consent has been obtained from the parent.
(F) Athletic events will not be scheduled on major religious holidays.
(G) Interscholastic competition shall be limited to league games, playoffs and/or sectional competition. Proposed competition outside of regularly scheduled CVAC games, playoffs and/or sectional competition, must be approved by the Board prior to competition.
Section 38.7 Interscholastic Athletics B Coaches
(A) The District shall endeavor to appoint the most qualified persons available to coach its interscholastic athletic teams. Coaching assignments, supervisors and assistants for interscholastic athletics shall be approved by the Superintendent and Board of Education on an annual basis.
(B) All coaches shall successfully complete the following courses:
(1) "Health Science" and "Theory & Techniques" within three years; and
(2) use of defibrillators; and
(3) for coaches who are not certified as Physical Education teachers
(a) First Aid prior to the first day of coaching, and
(b) "Philosophy & Principles of Athletics in Education" within one year.
Section 38.8 Interscholastic Athletics Post-Season Competition
(A) The District will only be responsible for financing post-season competitions sponsored by NYSPHSSA up to the State championship level. Beyond the State level, individuals are responsible for obtaining their own funding, unless otherwise approved by the Board upon recommendation of the athletic director, building principal and Superintendent.
(B) When traveling to State competition, every effort will be made not to share transportation with other schools.
(C) Meal allowances for students will be the same as coaches, although every effort should be made to minimize this expense. If rooming facilities, such as college dormitories, are available then such facilities will be used instead of local motels.
Section 38.9 Injuries to Student Athletes
(A) No student shall be allowed to practice or play in an athletic contest if he/she is suffering from an injury or if there is a question whether he/she is in adequate physical condition. The diagnosis of and prescription of treatment for injuries is strictly a medical matter and should under no circumstances be considered a province of the coach. A coach's responsibility is to see that injured players are given prompt and competent medical attention, and that all details of a doctor's instructions concerning the student's functioning as a team member are carried out.
(B) The District shall furnish insurance covering students engaged in interscholastic athletics against accident or injury.
Section 38.10 Supervision of Students
(A) Students participating in extracurricular activities and/or athletics shall at all times be supervised by their advisor, teacher, coach, or other designated supervisor in charge of the activity.
(B) Advisors, teachers, coaches and designated supervisors shall be fully responsible for the supervision of all students participating in their respective extracurricular and/or athletic activity.
Section 38.11 Eligibility for Attendance at Extracurricular Activities
(A) Students who are suspended from school on a day of an athletic game or practice session, party, school dance, or other school activity scheduled after regular school hours are not eligible for participation or attendance at such events.
(B) In order for students to attend a school-sponsored function, it is necessary that students attend classes for at least half of the school day on the day of the activity. One-half of the school day is defined as follows: from 8:00 a.m. until 11:26 a.m., or from 11:26 a.m. until 2:45 p.m. (the end of the school day).
Section 38.12 Cancellation of Extracurricular & Athletic Activities
Extracurricular and athletic activities shall not be conducted when school is closed due to inclement weather or otherwise; unless otherwise specifically authorized by the Superintendent.
