BOOSTER ORGANIZATIONS 1

The Board of Education encourages the establishment and operation of booster organizations as a means of providing important support to District schools and stimulating community interest in the aims and activities of District schools. The purpose of this policy is to establish procedures and rules for the activities of booster organizations support of the District.
Section 8.2 Booster Organization Defined
"Booster organizations" shall mean a group or organization which is created to foster community support and raise funds for:
(A) a specific extracurricular program/activity (e.g., athletics, speech and debate, and/or musical groups); or
(B) a specific academic program/activity (science, math, etc.); or
(C) the general academic or extracurricular programs/activities of the District or one of its schools.
Section 8.3 Prior District Approval of Activities, Etc.
(A) No booster organization shall, without the prior approval of the Board of Education:
(1) use the name of the District or any language suggesting that the District has endorsed, sponsored or otherwise approved of the organization's activities, including but not limited to fund-raising; and/or
(2) purchase any tangible property (e.g., equipment, uniforms, supplies, etc.), for donation to or use by the District; and/or
(3) perform any service or activity for the District.
(B) If a booster organization wishes to make a contribution of money, service time, or tangible property, the following procedure shall be followed:
(1) a representative of the organization shall first meet with the Superintendent and furnish a written statement of the item(s) to be donated and the purpose or use thereof;
(2) the Superintendent shall recommend to the Board terms and conditions which the Board should impose in accepting such gifts, and seek the Board's official approval before accepting or publicly announcing any contribution.
(C) The Board retains final responsibility and authority on all booster organization activities which have an impact on students, the schools, school programs, and/or school-owned property. Purchases of tangible property to be donated to the District must have the prior approval of the Board, including but not limited to such specifics as size, color, etc.
Section 8.4 Responsibilities of Booster Organizations
(A) In order to insure that the activities of booster organizations do not interfere with the District's educational programs or disrupt District operations in any way, booster organizations must meet the requirements in paragraph (B) below.
(B) Each booster organization shall:
(1) be voluntary;
(2) have a written constitution and/or bylaws governing the organization=s activities and operations, a copy of which shall be filed with the District Clerk;
(3) meet at least once annually and elect officers and/or directors;
(4) annually file, on or before September 1st of each year, a written list of the names, addresses and telephone numbers of each officer and/or director of the organization;
(5) seek advance approval from the Superintendent for any use of school facilities and/or equipment, following procedures outlined in Article 85 of the Board=s policies;
(6) assume all financial responsibility for their organization, including but not limited to the provision of adequate insurance coverage, as appropriate;
(7) assume all responsibility for the activities of the organization, its officers, directors and members, conducted in furtherance of the organization's purposes; and
(8) obtain authorization from the Board of Education prior to conducting any fund raising activities on school property, except for the operation of a concession stand when approved by the Student Council.
